											 <p xml:lang="en-US">     Members of seven union locals representing members of the Professional Fire Fighters of Wisconsin called for union president Rick Gale's resignation Monday night after reports he made a racial slur against President-elect Barack Obama.</p> <p>     Gale admitted using the N-word the day after Obama was elected as the first African-American president of the United States, said Joe Conway, president of PFFW Local 311 in Madison.</p> <p>     Monday's meeting of the union locals, one of five Metro Caucus Groups within the PFFW, came after Gale agreed to issue a written apology to union members for what an executive board memo termed an "insensitive" and "politically incorrect" comment.</p> <p>     "We condemn (Gale's comment) and do not believe his words reflect the feelings of the members of the PFFW," said caucus spokesman Patrick Kilbane, reading from a statement issued Monday night in Janesville.</p> <p>     Anything short of Gale's resignation will result in charges against him being filed with the International Association of Firefighters and withdrawal of the south and southeastern Wisconsin caucus group from the PFFW, Kilbane said.</p> <p>     Gale, also a member of the State of Wisconsin Retirement Board, did not return telephone messages Monday seeking comment.</p> <p>     <strong>Will attend counseling</strong></p> <p>     According to the memo from the PFFW executive board to union members, Gale, who is white, also agreed to attend "appropriate education and/or counseling" as directed by the union's executive board.</p> <p>     The board adopted a motion calling for the apology, education and counseling at a special meeting Saturday in Fond du Lac called on the incident.</p> <p>     According to the memo, Gale made the remark Nov. 5 while he and several union board members were watching a television news report on Obama's election.</p> <p>     After an anonymous caller to PFFW Local 311 in Madison the next day reported that Gale made the comment, the board scheduled the special meeting.</p> <p>     At the meeting, Gale acknowledged "using a single, politically incorrect term," accepted responsibility and apologized to the board.</p> <p>     The union memo notes that Gale worked on Obama's Wisconsin campaign.</p> <p>     A telephone call to the union's office in Madison on Monday was referred to its lobbyist, Joe Strohl, who was unavailable for comment.</p> <p>     Bobbie Webber, president of the Milwaukee Professional Fire Fighters Association, referred to Gale's alleged use of the N-word and said, "You can't say anything to make it right to me."</p> <p>     Webber is African-American.</p> <p>     The Milwaukee union is not affiliated with the state union.</p><p>McClatchy-Tribune News Service.</p>

											<p><img style="float:right; margin-right:5px;" src="http://images.cygnusinteractive.com/buttons/logo_lexis.gif" /></p>  <p>A mentally ill homeless man was sentenced Monday to 45 months in federal prison and ordered to pay more than $100 million in restitution for starting two wildfires in 2006 and 2002 that burned more than 162,000 acres in Los Padres National Forest.</p>    <p>A self-described nature lover, Steven Emory Butcher, 50, was convicted in February of igniting the monthlong Day fire in 2006 that injured 18 people, destroyed 11 structures and cost more than $100 million to suppress, according to the U.S. attorney's office. He had been burning debris on Labor Day in Piru Canyon, where he had set up a campsite.</p> <p>The jury also convicted Butcher of starting the 70-acre Ellis fire four years earlier, about two miles southeast of where the Day Fire began.</p> <p>Thom Mrozek, a spokesman for the U.S. attorney's office, said "the likelihood of &#091;Butcher&#093; being able to meet that restitution payment is extremely slim. But we'll do everything we can to recover whatever we can from him."</p> <p>Mrozek said his office "wanted to send a message to people that if you're engaged in this type of activity, you may be held liable."</p> <p>Butcher was found guilty of two felony counts of starting fires and three misdemeanor counts of allowing a fire to escape his control, violating restrictions by building a fire on federal forest land and smoking in a federal forest.</p> <p>"If I would have been on the jury, I would have found myself guilty too," Butcher told U.S. District Judge Valerie Baker Fairbank.</p> <p>After both fires, Butcher sought emergency treatment for burns. Butcher also suffers from paranoid schizophrenia, depression and alcoholism, as well as chronic back pain and tinnitus, a ringing in the ears, said his attorney, Mark Windsor.</p> <p>Windsor said Butcher "never intended any harm to occur" and "feels horrible" about starting the forest blazes. Butcher lived in a Simi Valley apartment building for 13 years before his worsening medical conditions drove him to a tent near the highway, where the noise of passing cars eased his tinnitus, Windsor said. Over the years, Butcher established about 20 campsites in Los Padres National Forest and would live at them for extended periods, he said.</p> <p>"Obviously you want to deter people from making the kind of mistakes that sometimes lead to catastrophic forest fires, but bear in mind that there was no criminal intent on the part of Mr. Butcher," Windsor said, adding that he believed that Butcher's nearly four-year prison sentence was too long. Prosecutor Joseph O. Johns, chief of the U.S. attorney's office environmental crimes section, had argued for a 10-year sentence.</p> <p>Windsor said the $101,652,000 in restitution to the Los Padres National Forest was "an unbelievably large number" that his client will never be able to pay.</p> <p>Butcher receives about $1,000 a month in Supplemental Security income and will be required to pay what he can, Windsor said.</p> <p>"For the rest of his life, he'll be paying off that $100 million of restitution," he said. <p>An Avilla firefighter suffered internal injuries after a fire department grass truck rolled over on Nov. 17, according to an Indiana State Police statement.</p><p>Four firefighters were responding to a reported crash at approximately 11:35 a.m., when their 2002 Ford F-350 fishtailed and failed to recover. The vehicle rolled over twice before resting upright on all four tires, according to the statement.</p><p>The driver of the truck, Firefighter Terry L. Brazzell, refused medical treatment while the other front passenger, Jonathan Castro, was uninjured. </p><p>Firefighter Dennis Dancer, a passenger in the rear of the truck, was transported by EMS to Parkview Hospital in Fort Wayne for internal injuries. </p><p>The other rear passenger, Firefighter John Wakeman, was treated at the scene for a laceration to his left hand.</p><p>The statement said that the roads were wet at the time of the rollover and that all four firefighters were wearing their seat belts.</p><p>The crash is still under investigation.</p>

											<p><img style="float:right; margin-right:5px;" src="http://images.cygnusinteractive.com/buttons/logo_lexis.gif" /></p>  <p>Its east bank firefighters union sued Jefferson Parish on Monday for exposing the Social Security numbers of firefighters on a public Web site.</p> <p>Union President Bob Burkett accused Parish President Aaron Broussard's administration of intentionally violating the privacy of 190 firefighters whose Social Security numbers appeared on the Internet.</p>    <p>"Aaron, where is the outrage for this kind of activity?" Burkett said at a news conference outside the union attorney's office in Metairie. "When is it going to stop?"</p> <p>Broussard could not be reached for comment. Mickey Landry, an administration attorney who has described the Web posting as an unintentional mistake, called the lawsuit a smoke screen intended to drum up support for the union's positions.</p> <p>"This is the sixth lawsuit that the Jefferson firefighters union leadership has filed on their behalf," he said. "I believe this is a smoke screen to avoid talking about the real issues that are important."</p> <p>The Broussard administration and the union, formally known as the Jefferson Parish Firefighters Association Local Union 1374, are locked in a devolving dispute that began with pay plan negotiations in 2006 and has come to envelope everything from overtime pay to work schedules to drug-testing policies.</p> <p>Landry said he asked the union a week ago to suggest solutions. He said he had not heard from its representatives in writing.</p> <p>Amid the rancor, the firefighters' Social Security numbers appeared Nov. 7 on a parish-sanctioned Web page that sought to show how many firefighters with the East Bank Consolidated Fire Department lived outside its service area. The department protects neighborhoods in Metairie and Old Jefferson.</p> <p>Officials deleted the numbers as soon as their presence was discovered, Landry said.</p> <p>"We apologized to them and it was up for only a few hours," he said.</p> <p>Burkett said he spent a week unsuccessfully demanding the parish pay for credit insurance and monitoring of firefighters' finances for at least a year. A letter from an assistant parish attorney to interim Fire Chief David Saunders on Friday suggested the firefighters contact national credit reporting agencies on their own.</p> <p>Union attorney Louis Robein filed the suit in state District Court in Gretna. It calls for Jefferson Parish, the fire department and The Ehrhardt Group, the public relations firm that manages the Web site, to pay for damages, attorneys' fees and "equitable relief." Robein said he wasn't sure how much that would cost.</p> <p>Burkett said he thinks administrators exposed the Social Security numbers to embarrass union members.</p> <p>"This information had to come from senior managers in this organization," Burkett said. "All of those had to know that the release of this information at the very least was immoral."</p> <p>The union has criticized Saunders and his boss, Homeland Security Director Deano Bonano, for their management of the department.</p> <p>Landry denied Burkett's assertion.</p> <p>He also said he could not recall any precedent in Louisiana for such a lawsuit over a crime that has not yet been committed.</p> <p>"If we both ran a red light and just missed each other, would we sue the parish for what, an almost accident?" 											 <p xml:lang="en-US">     Houston County Sheriff's deputies charged a Madrid volunteer firefighter with trafficking methamphetamine from the old fire department, which is next door to the new building in Madrid.</p> <p>     Sheriff Andy Hughes said deputies arrested Gene Chandler Elliott Jr., 30, of State Line Road, Cottonwood, on Monday and charged him with felony trafficking in methamphetamine and three felony counts of second-degree receiving stolen property.</p> <p>     Deputies seized 21 guns inside the old firehouse and evidence the man had been living there while he trafficked the drugs. But Hughes said investigators have been able to determine only three of the guns were stolen.</p> <p>     Hughes suggested area gun owners write down the serial numbers to their guns to help investigators in the case of a burglary.</p> <p>     The investigation started after deputies conducted a traffic stop on Elliott in the Madrid community on Nov. 6. Hughes said deputies served a search warrant on the same day at the old Madrid Fire Department on Decatur Road, and seized about 2 ounces of meth along with the guns. During the search deputies also seized various 2004 Kawasaki Ninja motorcycle parts, which Hughes said were being reconstructed into a 4-wheeler.</p> <p>     Hughes said deputies are also investigating how power from the current Madrid Volunteer Fire Department is being routed to the old vacant building next door.</p> <p>     The meth had an estimated street value of about $6,500. Elliott was being held in the Houston County Jail on a $65,000 bond.</p> <p>     Elliott was also charged in 1998 with first-degree theft of property and in 2001 he was charged with first-degree rape, but he was never convicted of either charge.</p> <p>     Hughes said more charges are pending the completion of the investigation.</p><p>McClatchy-Tribune News Service</p>

Mickey Landry, an administration attorney who has described the Web posting as an unintentional mistake, called the lawsuit a smoke screen intended to drum up support for the union's positions.</p> <p>"This is the sixth lawsuit that the Jefferson firefighters union leadership has filed on their behalf," he said. "I believe this is a smoke screen to avoid talking about the real issues that are important."</p> <p>The Broussard administration and the union, formally known as the Jefferson Parish Firefighters Association Local Union 1374, are locked in a devolving dispute that began with pay plan negotiations in 2006 and has come to envelope everything from overtime pay to work schedules to drug-testing policies.</p> <p>Landry said he asked the union a week ago to suggest solutions. He said he had not heard from its representatives in writing.</p> <p>Amid the rancor, the firefighters' Social Security numbers appeared Nov. 7 on a parish-sanctioned Web page that sought to show how many firefighters with the East Bank Consolidated Fire Department lived outside its service area. The department protects neighborhoods in Metairie and Old Jefferson.</p> <p>Officials deleted the numbers as soon as their presence was discovered, Landry said.</p> <p>"We apologized to them and it was up for only a few hours," he said.</p> <p>Burkett said he spent a week unsuccessfully demanding the parish pay for credit insurance and monitoring of firefighters' finances for at least a year. A letter from an assistant parish attorney to interim Fire Chief David Saunders on Friday suggested the firefighters contact national credit reporting agencies on their own.</p> <p>Union attorney Louis Robein filed the suit in state District Court in Gretna. It calls for Jefferson Parish, the fire department and The Ehrhardt Group, the public relations firm that manages the Web site, to pay for damages, attorneys' fees and "equitable relief." Robein said he wasn't sure how much that would cost.</p> <p>Burkett said he thinks administrators exposed the Social Security numbers to embarrass union members.</p> <p>"This information had to come from senior managers in this organization," Burkett said. "All of those had to know that the release of this information at the very least was immoral."</p> <p>The union has criticized Saunders and his boss, Homeland Security Director Deano Bonano, for their management of the department.</p> <p>Landry denied Burkett's assertion.</p> <p>He also said he could not recall any precedent in Louisiana for such a lawsuit over a crime that has not yet been committed.</p> <p>"If we both ran a red light and just missed each other, would we sue the parish for what, an almost accident?" 											<p>  WAYNE TOWNSHIP, Ohio   -- </p> <p> Two firefighters were injured while fighting a fire at a Wayne Township home. </p><p> The fire broke out Monday evening at a home in the 4900 block of Thomas Road. </p><p> Firefighters said that the home had actually caught fire earlier and that it rekindled. </p><p> The injured firefighters were hurt when the ladder they were on slipped as the wall it was leaning against gave way. </p><p> There is no word on the extent of their injuries. </p><p> The house is considered a total loss. <p><strong>WASHINGTON, D.C. --</strong> Hotel sprinkler retrofits, flammable liquids storage, Halon alternatives and fire risk assessments are just a few of the projects addressed by the <a href=http://www.nfpa.org/itemDetail.asp?categoryID=1285&itemID=38496&URL=Research%20&%20Reports/Fire%20Protection%20Research%20Foundation/Symposium&cookie%5Ftest=1 target=new>Fire Protection Research Foundation</a>.</p><p>The group is marking its 25th anniversary here by looking to the future. Fire protection engineers, researchers, manufacturers and others have gathered for a symposium to discuss what issues need to be tackled in the ever-changing society.</p><p>"From its birth in 1982, the Foundation has made an enormous contribution to a better technical understanding of fire protection and electrical safety issues in support of NFPA's mission," NFPA President James Shannon told the crowd Monday.</p><p>He spent a few moments reviewing some of the issues that the group has addressed including sprinklers, fire detector performance and risk assessment.</p><p>"But the purpose of this event is not to look back but to look ahead to the next 25 years ... What are the problems that must be confronted in the next generation ..."</p><p>Shannon pointed to global warming saying it has already had a profound effect on fire protection. "Studies have documented a 400 percent increase in the number of wildfires, and a 700 percent increase in the area burned. And, this phenomenon is worldwide from Central Siberia to Australia to Southern Europe and, of course, western North America."</p><p>He said global warming also is having an impact on water supplies, suggesting that research is needed to develop new sprinkler technology.</p><p>Shannon said the FPRF work is so important that the NFPA has established $6M endowment to make sure that the research will continue. </p><p>A change in demographics also will impact the fire protection industry as well as the fire service.</p><p>Dr. Kevin McCarthy shared his extensive research on demography, including the projected explosion of the older population.</p><p>He said it's essential that planners recognize the importance of demographics in shaping the demand for services, and adjust accordingly. </p><p>McCarthy, who recently retired after 33 years as a senior social scientist at RAND, has authored books on demographic trends. </p><p>"The labor market is changing, and the fire service needs to be aware of those changes," he said.</p><p>Discussing the ever increasing immigrant population, he said it's important that fire safety educators reach out to organizations within those communities to deliver their message. People will generally listen if they understand the ramifications.</p><p>Information garnered during the discussions at the symposium will be used by the FPRF to produce a White Paper. </p><p>Panelists discussed a myriad of issues ranging from technological changes to increasing funding for the USFA -- the agency created to address the nation's fire problem.</p><p>It also was suggested that more FIRE Act grant money be earmarked for research.
